The 2014 IPA II Annual Action Programme contains a Regulatory Reform and Acquis Alignment (RRAA) Action, which is a demand-driven and flexible mechanism for alignment with EU rules, standards, policies and practices with a view to preparing for EU membership.
The RRAA includes a project preparation facility (PPF) to support Turkish beneficiaries in improving the quality of programming. Under a separate (and larger) Unallocated Institution Building Envelope (UNIBE), the RRAA will cover institution building activities regarding the EU acquis and negotiation chapters, economic criteria, public administration reform and regulatory reform in fields not covered by other priority sectors.
MEUA co-ordinates RRAA and regularly calls for submission of Action Documents under UNIBE. The approximate amount foreseen for UNIBE is 32 MEUR.
A third call for UNIBE project proposals / Action Documents is imminent. With support from the TA for IPA II Project, a training programme for applicant organisations was held at MEUA premises on 12 and 13 May. This covered both the background of RRAA and how to prepare good projects using the logical framework approach.
